Locales allow you to configure the regional settings for the system (Site Configuration), the organization (Organization Configuration), or the user (User Settings) to accommodate different date, time and numeric formats around the world.
The system will use the User Locale if set. If not set, it will use the Organization Locale. If not set, it will use the System Locale. If a locale is not specified at the user, organization, or system level, the system defaults to the host server's settings.

Create a Locale
- Navigate to the Locales page and click Add. The Add Locale window opens.
- Enter the following information:
- Description: Name for the locale.
- Short Date: Short date format to use for the locale.
- Long Date: Long date format to use for the locale.
- Date Separator: Separator to use between the month, day and year in the date format.
- First Day of Week: Day to consider the start of the week.
- Time: Time format to use for the locale.
- Decimal: Decimal format to use for the locale.
- Grouping: Separator to use for large numbers to indicate thousands or above.
- Region: Region for the locale that controls how month and day descriptions display.
- Click OK.
Edit a Locale
You can change the description or date, time and numeric formatting options for the locale after you have created it.
- Navigate to the Locales page and select the locale to edit.
- Right-click and select Edit. The Edit Locale window opens.
- Make the desired change.
- Click OK.
Delete a Locale
If you no longer use a locale and don't want to keep a record of it, you can delete it. When you delete a locale that is used, you receive a prompt to select a locale to replace the locale you are deleting. You cannot undo the delete or delete and replace process.
- Navigate to the Locales page and right-click on the locale to delete.
- Select Mark for Delete.
- Click Save. If the locale is used, the Replace window opens.
- From the drop-down, select the locale to replace the deleted locale.
- Click OK.
Assign Locales
Assign a Locale to the System
- Navigate to the Edit Site Configuration window and from the Locale drop-down, select the locale .
- Click OK.
Assign a Locale to the Organization
- Navigate to the Organizations page and select the organization to assign the locale.
- Right-click and select Edit. The Edit Organization window opens.
- Select the Details tab.
- From the Locale drop-down, select the locale.
- Click OK.
Assign a Locale to a User
- Navigate to the Users page and select the user to assign the locale.
- Right-click and select Edit. The Edit User window opens.
- Select the User Preferences & Defaults tab.
- From the Locale drop-down, select the locale.
- Click OK.
You can also assign locales to multiple users at one time:
- Navigate to the Users page and select the user to assign the locale. Use Ctrl+Click or Shift+Click to select multiple users.
- Right-click and select Edit Multiple. The Edit Multiple User window opens.
- Check Locale. From the drop down, select the locale to assign to the selected users.
- Click OK.

Is it not desired that a user can change the locale under own user profile by himself/herself, if needed?
Field restrictions on user / locale field includes DisableV19 Role.
I tried to remove the restriction by deleting the row, confirmation popup states it is deleted successfully, but it is not deleted.
Any particular reason why? This is not a v19 action, so I do not understand why it is restricted with this role and cannot be changed.

Changes were made a few months back to ignore field restrictions tied to the Disable v19 role for Cloud customers. As customers have been upgrading to 96, we have been working with them to remove this role as most v19 actions have been removed.
The code change was made in 20.96B 2020072701 and higher as well as 20.95E 2020073001. If you are on 96, please reach out to Client Care and/or your CSM to have the role removed. If you are on 95, see about upgrading to 96 and having the role removed.
