All service order items are assigned an Item Phase: Forecast, Revised Forecast, Ordered or Actual. A single item on an order can only exist in one phase at a time.
Forecast Item Phase
An item is at a Forecast phase when it is on a Forecast Order. Only items on the Forecast Orders are set to the Forecast item phase. It is not possible to have a Forecast phase item on a non-forecast order. To learn more about Forecast Orders, please see the Forecast Orders article.
Revised Item Phase
An item is at a Revised phase when it is on a Revised Forecast Order. Only items on the Revised Forecast Order are set to the Revised item phase. It is not possible to have a Revised phase item on a non-revised forecast order. To learn more about Revised Forecast Orders, please see the Revised Forecast Order article.
Ordered Item Phase
Any service order items that have been ordered and are on a regular (non-forecast and non-revised forecast) service order are at the Ordered item phase. This means that the item has been ordered and can be viewed on the Service Order Items tab for the service order.
Actual Item Phase
When an item has been delivered and/or invoiced, then it is set to an Actual item phase. This happens when the work order item has been completed or when an entire work order has been completed. When this happens, an item is added to the order at an Actual item phase. Note that the item at the Ordered item phase remains on the order at the Ordered item phase and a new item is added to the order at the Actual item phase. You can view the Actual items on a service order by using the Actuals tab on the Service Orders and Edit Service Order windows.

I noticed there is a new order item phase called scheduling. Can you please elaborate on what this is for and how it can be used?

It isn't a new phase. It's for Personnel Scheduling on work orders that have class 5 resources.

We don't use forecast orders. Is it possible to make that phase inactive? If so, how? I tried searching for order item phases and couldn't find it. Thanks!

If you navigate to System Featrues there is an option to de-activate Forecast Orders and Revised Forecasst Orders.
